Why Are Reward Cards Only usable at German Merchants?

Crosscard Reward only works for purchases at Germany-based merchants.

Despite many websites seeming to be German merchants (such as Amazon.de), they may be declined as their headquarters are not in Germany, and therefore are not taxed under German law.
